  2. It is very much surprising that category for Tourist Visa is not updated. As a tourist why you give Visa for 10 years ? Unless somebody has kins in US , how many times one visits to US ? Can anybody stay for 10 years continuously? Instead a separate category for tourist purposes only be given max for 1 year. Because in such case he can choose/change timings for visit.
Alternatively you can isuue Visa on recommend by tourist company. Make that company liable for any Visa violation with heavy penalty, including cancellation of their tourist business license.
This will increase the income earned from tourist at fast pace.
